It is striking that after the index, its text was apparently published ten years earlier, as indicated on the covers of the chapters -Manifesto of the People of Belgrano to the other Peoples of the Republic (...), Imp. Lit. and Smelting of types to steam. Buenos Aires, and Organic Law Project of the representative Municipal Government. Binding with leather spine, nerves and gilded titles. Work in good condition.

26 pp., + 2 sheets, with two printed letters, from the author and the Minister of Government of Uruguay, announcing the distribution of this work in the popular libraries of that country.

                                                                   

The conflict between the province of Buenos Aires and the interior of the Republic would lead to a warlike situation that at the suggestion of Carlos Pellegrini, President Nicolás Avellaneda decided to change the seat of government. Thus, between June and October 1880, the town of Belgrano was the provisional capital of the Republic and the headquarters of the national authorities. Avellaneda first stayed at the Watson hotel and later was a guest of the Astigueta family, who lived in a house in Echeverría and Vuelta de Obligado.


The leading role of Belgrano -today a neighborhood in the city of Buenos Aires- was linked to the creation of the Neighborhood Association and to the civil servant of the lawyer José Francisco López who wrote in defense of suffrage and community participation. A series of his texts, linked to the Municipal Organization, the modalities of civil action and the history of the forms of historical structuring of the societies, collected in Belgrano, make explicit the success of that brief period in which it was capital, remembered for the viability of management.
