Speech by the Minister of Foreign Affairs, Dr. Mr. (...) Jurisconsult with a long public career, Bernardo de Irigoyen (1822 - 1906), was appointed Minister of Foreign Relations and Worship by President Julio A. Roca and from that portfolio he advanced in the resolution of the border conflict with Chile, reaching a substantial agreement in 1881 his voice referring to American public law deserved widespread praise. Here we have his speech before the Legislative Power, a piece of oratory of enormous value in Argentina's foreign policy, substantial to advance the development of the country in those years.
